Background

Chuck’s career in public service began in 1987 when he enlisted in the United States Air Force as a law enforcement specialist. Chuck served as a desk sergeant, shift supervisor, and shift commander, establishing divisional response protocols and training.

Chuck was stationed in Wyoming, Turkey, and North Carolina and deployed to Saudi Arabia, Kuwait, and Cuba in support of Desert Shield/Desert Storm and Operations Southern Watch, Sea Signal, and Restore Democracy. In March 1994, while working as the on-duty desk sergeant at Pope Air Force Base, he led the response during the Green Ramp Disaster, an event that greatly impacted his ability to deal with a crisis. On that day, he oversaw the military and civilian response to the disaster while maintaining his composure, saving countless lives and government property.  

Chuck separated from the Air Force to attend college and, after graduation, returned to North Carolina, moving to Wilmington, then Belville, NC. In 1998, he attended the Wilmington Police Department’s Basic Law Enforcement Training class, serving as class president. While assigned as a Patrol Officer, he received the Life Saving Award after reviving an individual in cardiac arrest. First promoted to the Criminal Investigation Division as a misdemeanor crimes investigator, he was then assigned as the Domestic Violence Investigator. He became a member of the Domestic Violence Advisory Board and established a response protocol between domestic violence professionals and the Department of Social Services, meeting and exceeding statutory and organizational requirements. 

Chuck was then assigned to the Financial Crimes Unit, where he quickly discovered several financial crimes were being committed by the same individuals at various banks, but no information sharing existed among the financial institutions. Taking it upon himself, he created the Financial Crimes Prevention Network, a collaboration of criminal and bank investigators that shared criminal intelligence on fraud crimes.

Using this network, he coordinated with the Secret Service, FBI, Postal Inspectors, and numerous local police agencies to take down a counterfeit and fraud ring that had been active for several years and was responsible for almost a million dollars in theft.

In 2005, Chuck left WPD and joined the Leland Police Department, first as a Patrol Division Commander and then as the Investigations Division Commander.

In 2008, Chuck became the Support Services Commander for LPD and was responsible for budget preparation, supervision of department administrative functions, logistics, budget, training, recruiting, information technology, department website, crime prevention, animal control, grant management, policies, and procedures.

Chuck finished his formal law enforcement career at the University of North Carolina – Wilmington, where he was in charge of the fledgling crime analysis division, creating a database that captured crime trends and allowed for better analytics to assist patrol in their resource and manpower allocations. This also greatly aided in generating the annual Clery Crime Reports required by the Federal government quickly and more accurately.

With over 30 years in law enforcement, Chuck has not only enforced the law but taught it. He was a Law Enforcement Instructor from 2002 to 2019, teaching material prepared by the NC Criminal Justice Academy. Additionally, he served as an Adjunct Criminal Justice Instructor at Cape Fear Community College from 2008 to 2025, focusing on ethics, crisis intervention, juvenile justice, and general police operations. 

He was appointed to the Town of Belville Board of Commissioners in 2009 and elected to that position in 2011. He was selected to serve as the Mayor Pro Tem for two of those years, leaving the board in 2013. Chuck was elected back on the Board in 2019, where he again was appointed as Mayor Pro Tem. He was recently appointed acting Mayor with the passing of Mayor Mike Allen in July 2025.

Hand-picked by Mayor Allen to succeed him, Chuck was involved in every major decision or discussion that involved the future of Belville. Chuck was often given the latitude to oversee and lead the work on many projects, many Chuck is working to complete as Mayor. He also serves on the Wilmington Metropolitan Planning Organization (WMPO) as Belville’s representative, as was as the Chairman of the Board of Taxation and Equalization and Brunswick Counties Jury Commission.

Chuck was instrumental in completing Belville’s Vision 2030 Plan, is overseeing the Stormwater Feasibility Study, and was a catalyst in the expansion of Belville’s Riverwalk. He is actively engaged in restarting the stalled downtown development and is committed to completing this project.

Chuck is also a proud graduate of the Pennsylvania State University (Penn State) in 1996 with a degree in Liberal Arts. He also received his Master of Justice Administration from Methodist University in 2008. He is a member of three national honor societies for academics as well as several civic organizations, including the Knights of Columbus, Veterans of Foreign Wars, and the American Legion, to name a few.

Happily married to his wife, Janet, for 27 years, Chuck is also the proud father of two sons, Charles (CJ) and Thomas (Tommy).
